Lighters and Cargo-Boats.

It is intended and inferentially stated

that a Lighter and/or a Cargo-Boat Licence entitles such a vessel to go to and fro in the waters of the Colony and to con-

-fine its trading within these limits. There is good reason

to believe that a number of Lighters and Cargo-boats have been

allowed to gradul17 replace their Lighter Licences by a Trading

Licence while continuing to carry on the same trade in the harbour. I may have been misinformed. I find, however, that

Cargo-boats licences are yearly decreasing in numbers (The Harbour Master's report for 1909 shows a decrease of about

100). Junks that formerly took out a Lighter Licence now work

under a Trading Junk Licence at half the cost with the advantage

of being able to do double work, illicitly of course, but the

want of a proper and regular control gives them this advantage.

There are various kinds of Lighters and

Cargo-boats,

(a). Lighters of European construction. (b). *Junk" Lighters, these ply in the waters

of the Colony and abroad when profitable
